Primary Purpose:
Review cooperative contracts with an emphasis on contracts with job order contracting (JOC) components for compliance with the terms and conditions of the awarded contracts.
Qualifications:
Education/Certification:
- Bachelor’s degree from an accredited university in business, engineering, or related field preferred or equivalent work experience in M&O (maintenance and operations), OCM (owners construction management), or construction procurement for a public entity
Special Knowledge/Skills:
- Ability to review Choice Partners cooperative vendor contracts with JOC components
- Ability to effectively utilize computers and software including Microsoft Office suite, Adobe and other software required by the division
- Ability to work with numbers in an accurate and rapid manner
- Ability to organize, prioritize, meet established deadlines, and handle multiple tasks
- Ability to maintain accurate and auditable records
- Ability to communicate effectively (verbal and written) using proper English grammar
- Excellent public speaking skills
Experience:
- Five years purchasing experience with a school district or public agency preferred
- Experience with cooperative contracting preferred
- Construction estimating experience preferred
- Background and experience in construction and/or engineering and familiarity with materials, furnishings, finishes, HVAC, and/or building envelopes
- Experience with RS Means or other estimating program, along with the ability to do material take-offs and construction estimating required
Major Responsibilities and Duties:
- Review all vendors with a Construction – JOC (JOC-IDIQ) contract annually, as directed
- Review vendors with a JOC component contract – once every two years.
- Conduct detailed interviews of Choice Partners (CP) vendors and members to ascertain state of the purchase order being reviewed against compliance to the contract.
- Make presentations at CP trainings, seminars, tradeshows, and conferences.
- Communicate and discuss corrective actions for findings from contract reviews.
- Act as a liaison between members and vendors to resolve issues.
- Monitor vendor performance with CP membership.
- Work with HCDE/CP staff to resolve and review complex contracting issues.
- Update software/database with program, member, and vendor information, as needed.
- Maintain confidentiality.
- Maintain excellent public relations with all parties.
- Be familiar with and assist with duties assigned to other CP personnel when necessary.
- Maintain a positive attitude and a neat and professional appearance that exemplifies confidence and professionalism.
