Description

Primary Purpose:

To develop plans, monitor and coordinate the operations of Head Start centers in accordance with all applicable guidelines, and to train, mentor and support staff to achieve program goals.

 

Qualifications:

Education/Certification:

  • Bachelor’s degree from an accredited university

 

Special Knowledge/Skills:

  • Excellent writing and interpersonal skills
  • Ability to analyze and monitor processes and develop monitoring tools
  • Ability to effectively utilize computers with exceptional skills in word processing, spreadsheets, and database applications
  • Knowledge of Minimum Standards for Child Day Care Operations by the Texas Department of Family and Protective Services

 

Experience:

  • Experience utilizing computerized data systems
  • Experience working in a Head Start program preferred

 

Major Responsibilities and Duties:

  • Model HCDE Head Start’s mission, vision and values.
  • Develop written plans, handbooks, procedures, forms and other program operational tools.
  • Conduct ongoing monitoring and audits to ensure compliance with Head Start Performance Standards, HCDE procedures, Child Care Licensing Minimum Standards and other local, state and federal regulations.
  • Maintain recordkeeping systems and computerized data tracking systems for all compliance monitoring activities.
  • Create and provide monitoring outcomes and analysis reports.
  • Assess and identify potential areas of improvement within program operations and make recommendations for improving operational activities and processes based on monitoring outcomes.
  • Provide on-site technical support at Head Start centers to ensure proper implementation of program operations.
  • Develop and provide training to all Head Start staff regarding program operations requirements.
  • Work with Head Start center managers and HCDE Facilities staff to ensure the proper maintenance, repair, safety and security of Head Start facilities, materials and equipment.
  • Work collaboratively on a variety of teams and participate on workgroups and committees as assigned.
  • Perform other duties as assigned.
