Primary Purpose:

  • To provide continuous monitoring of all Adult Education and Literacy grants and processes and their supporting applications to ensure a comprehensive quality of the information and compliance with contractual obligations and federal, state, and local regulations. Assist in overseeing Adult Education grants compliance and reporting process and workflow for the division. Assist in tracking and analyzing fiscal results in terms of budgets, revenues/expenditures, and trends and provide monthly reports to the Assistant Superintend for Business Services.

 

Qualifications:

Education/Certification:

  • Bachelor’s degree from an accredited university in Accounting, Business or related field

Special Knowledge/Skills:

  • Ability to analyze and monitor processes and develop operational performance reports
  • Ability to effectively utilize computers with exceptional skills in Word, Excel, and database applications
  • Excellent writing and interpersonal skills
  • Knowledge of quality assurance methodologies, evaluation and/or quality improvement processes, and internal controls analysis.
  • Ability to work with program Directors to develop effective processes and procedures that ensure compliance with all program requirements.

Experience:

  • Three years of experience working with grants
  • Experience working in a governmental entity and grants preferred.
  • Familiarity with Texas Workforce Commission’s Adult Education and Literacy program guidelines and regulations preferred.
  • Experience in monitoring systems to collect, analyze, synthesize, and report data from both internal and external sources.
  • Skill and experience in implementing and monitoring program systems for a non-profit agency, educational institution, or related entity
  • Experience in developing processes and procedures to ensure program compliance
  • Experience utilizing computerized and accounting data systems
  • Experience working with Code of Federal Regulations (CFR) 200 program requirements and grant processes
  • Experience with financial and budgeting reports and procurement processes

Major Responsibilities and Duties:

  • Model HCDE mission, vision, and values.
  • Implement monitoring of financial and programmatic areas to ensure compliance and to detect possible areas of noncompliance with established regulations and procedures.
  • Maintain recordkeeping systems and computerized data tracking systems for all compliance monitoring activities.
  • Design, implement, and report monitoring to support compliance.
  • Make recommendations for improving operational activities and processes based on monitoring outcomes.
  • Assist in creating and conducting some trainings to make divisions aware of possible compliance issues and regulatory requirements.
  • Participate in the creation and maintain documentation of the annual ongoing monitoring plan and assist with annually audits.
  •   Monitor monthly expenditures and revenues across all grants and make timely recommendations for necessary adjustments.
  • Develop effective strategies to determine compliance with federal grant requirements including, but not limited to, purchasing, time and effort, 100% semi-annual certifications, and other program requirements.
  • Develop and implement regular risk management strategies designed to maximize HCDE and programs effectiveness.
  • Prepare analysis and periodic management reports regarding program status dealing with budget sustainability.
  • Perform other duties as assigned.
