Description

Primary Purpose:

  • Support division directors, managers, and principals in the recruitment and employment of personnel for the delivery of services to Harris County independent school districts and community agencies.  Direct the processing of human resources-related documentation.

 

Qualifications:

Education/Certification:

  • Bachelor’s degree in related field from an accredited university
  • Human Resources certification preferred

 

Special Knowledge/Skills:

  • Knowledge of employment practices and procedures
  • Experience developing creative recruiting strategies
  • Effective oral and written communication skills
  • General knowledge of computer systems and software applications

 

Experience:

  • Three years of Human Resources experience

 

Major Responsibilities and Duties:

  • Assist hiring supervisors by managing the recruitment process from resume review and screening through salary negotiation and acceptance.
  • Coordinate and attend regional recruiting events.
  • Assist HCDE divisions with creative and innovative solutions to staffing challenges.
  • Analyze and make recommendations based on data collected regarding vacancies, inquiries, retention, and resignations/terminations.
  • Develop and maintain relationships with employment agencies, universities and other recruitment sources.
  • Manage processing of certificates, permits, employment recommendations, changes of status, transfers, and resignations for HCDE staff.
  • Utilize available tools such as Internet online recruiting sources, local networking contacts and local job boards to identify and recruit candidates.
  • Provide substitute orientation and oversee placement in schools.
  • Design, implement, and oversee the tracking system for licenses, permits, and certifications of assigned job classifications within the Department.
  • Stay abreast of licensure/certification requirements/rules within all licensed/certified categories utilized within the Department.
  • Maintain current knowledge of personnel laws, policies and procedures.
  • Maintain good public relations with department personnel, clients and the public.
  • Maintain confidentiality of information.
  • Perform other duties as assigned.

 

Supervisory Responsibilities:

  • Supervise and evaluate the performance of the Recruitment Clerk

 

Equipment Used:

  • Desktop computer, facsimile machine, scanner and copy machine

  • Occasional prolonged or irregular hours
  • Periods of stressful and challenging interpersonal management
  • Driving of motor vehicle within county and state
